You can, but there is rarely a reason to pay twice. We will do the copy and testing whenever you want and hold the DNS change until your term runs out. Refund terms are between you and InMotion and we are not going to guess at them for you.
It probably is not, on paper. Same cPanel, similar servers. The difference is who answers, how many people are between you and them, and whether the number on the invoice changes in year two. If those do not matter to you, a discount host is a fine choice.
